The signs are there because that is where the Deep population is/has been directed to cross from. She didnt explain her case very well, unfortunately.

I agree with her. The deer are state property which makes the state liable for the any damage because of legislation. You have to have a license to hunt deer, the state claims all animals as it's property. Let your dog bite someone...you'll be liable in court.
